Plaque

There's a plaque that I can't understand, but with 1989 on the date, I assume it has something to do with unification.

Below the German is another language that I can't identify. It has "Magyar" in it, which makes me think Hungarian, but why would that be on this plaque?

I find it curious, but not so curious that I need to figure it out.
